Guys

OK let's look at the issue of a bank call (original post) from a holistic 
(architectural) point of view.

We know what is on offer today to secure and authenticate a call to a bank. 
But is that really what the bank needs? Banks require very secure data 
communication, wouldn't they prefer the same with voice? Is this solution 
ideal for the customer too?

OK I'm going to take a go at a holistic solution to the problem. The bank 
would want to make sure you are who you 'say you are' and that you are a 
bank customer. You want to know that your actually taking to a 'person at 
the bank'. The bank would prefer that you do not just register on their 
VoIP network (so you can't just call anyone) and be controlled as to who 
you are actually permitted to call.

 From the RSA handbook on "2 factor authentication" (something you have and 
something you know) is AFAIK one of the most trusted method for 
authentication in the data world today, so can we translate this idea to 
VoIP?. Say you have X.509 cert from a trusted public CA (identify yourself) 
and a user/pass (hashed) issued from the bank (identify you as a bank 
customer)  Both of these elements can be forwarded to the bank in the 
initial call setup message. The border element can verify the identity of 
caller via the X.509 (if required) and check whether the caller has 
permission (via user/pass) to call the person trying to be called at the 
bank (can use Radius Auth or SQL query etc).

Once authenticated the call can be forwarded onto the person you are trying 
to call. On receiving the call the called party will (again) authenticate 
the caller and send back to the caller an X.509 certificate identifying the 
bank employee you are calling, The username from the hash can be used to 
automatically bring up the bank account details of the bank customer before 
answering the call. The X.509 cert may also then be used to encrypt media 
key exchanges.

There are several advantages to this approach. The call setup time should 
be very short as we are utilizing existing call signalling, It does not 
require any IVR prompt on the bank's behalf and also protects the bank from 
SPIT (as authentication is required on call admission on the border element)

Just a possible solution.
