Ron,
You mean Telecom Vendor or Service Provider? If we are talking about
Telecomunications Vendor Equipment it might be usefull to check compliance
with American and International Standards (like ITU) but don't take it for
granted.
If you are talking about your Service Provider the key points are Federal
Regulations and you Service Level Agreement. As far as I know, the other
possibilities, like the E.408, E.409 and X.805 are what you probably call
"high level guides for risk assessment". :-)
