Between 50ms and 150ms is acceptable. For each endpoint tested, with encryption enabled and executing x number of completed calls, subtracting out BHCA, and malformed call requests, latency with media encryption enabled adds more than 2-3 ms.
Competing products are being compared, the same tests were executed under the same conditions.

Where are you measuring the latency, Mark? I understand from tests on
the phones themselves media encryption only adds 2-3 ms of additional
latency. What are you using for comparison with other VoIP equipment?

Encryption on the Avaya equipment?? It appears it adds at first
observation
tremendous latency when compared to other VoIP equipment
